Strategic Partnership for the Development in Senegal

A strategic partnership has been formalized to support the development of a large-scale solar energy program in Senegal, with a minimum installed capacity of 600 MW, structured in three successive phases of 200 MW each.

This initiative is fully aligned with national priorities related to agricultural modernization, energy security, and sustainable economic development. It is designed to address structural constraints affecting agricultural productivity, particularly those linked to access to reliable and cost-efficient energy.

The program is built on the deployment of dedicated solar generation capacity, complemented by advanced energy management systems, with the objective of ensuring a stable and predictable power supply for agricultural and agro-industrial activities. This approach enables a transition from intermittent and constrained energy access toward a model based on autonomy, efficiency, and long-term resilience.

At the sector level, the availability of consistent energy is expected to support the optimization of irrigation systems, improve production cycles, and reduce operating costs. At the macroeconomic level, the program contributes to strengthening food security, enhancing the competitiveness of local value chains, and reducing exposure to external energy price volatility.

The phased implementation framework has been designed to ensure alignment with demand dynamics, regional agricultural priorities, and infrastructure readiness. It also enables progressive scaling while maintaining execution discipline and financial sustainability.

From an institutional perspective, this initiative reflects a coordinated approach integrating public and private stakeholders within a structured framework. Particular attention is given to governance, regulatory alignment, and the establishment of appropriate financial and fiscal conditions to ensure the bankability and long-term viability of the program.

Beyond its immediate impact, the project contributes to the broader national energy transition strategy by increasing the share of renewable energy within the energy mix, while promoting decentralized and productive uses of electricity.

This partnership illustrates a forward-looking model of infrastructure development, where energy is positioned as a strategic enabler of sectoral transformation.
